Norm Tice

Norm Tice, former President of the Missouri Bankers Association, plays a key role in the development of SpearTip as a Senior Advisor. Norm brings extensive experience in the financial services and healthcare industries, holding high executive positions in both fields for over 40 years. Norm has a wide range of corporate governance and IT experience roles as a former Community Banks CEO and former CEO of several Boatmen’s Bancshares subsidiaries. Prior to his retirement from Boatmen’s, he served as Chairman of the Board of MasterCard International and BlueCross BlueShield of Missouri. Norm has also served as Chairman of the Board for a number of not-for-profit institutions and governmental commissions.

Jerry McElhatton

Former MasterCard CTO and President of Global Technology and Operations, Jerry McElhatton, plays an instrumental role at SpearTip as Senior Advisor. Jerry boasts many past successes in the IT world including the overseeing of 2,700 IT employees and a $100 million payroll while CTO of MasterCard. Along with his tenure at MasterCard, Jerry brings over 40 years experience with various high profile companies serving in such positions as President, CEO and Chairman of the Board. During the span of his career, Jerry has provided management support and held executive positions with some of the largest financial institutions and service providers in the industry with successes in restructuring several operational functions and distressed companies.

Michael Fagan

Michael Fagan served as an Assistant U.S. Attorney (AUSA) for the Eastern District of Missouri for twenty-five years, and now advises and consults with SpearTip on domestic and transnational criminal law and procedure, anti-money laundering, counterterrorism, intelligence, and emergency planning issues.  Mike governed regional counterterror efforts as Coordinator of the Anti-Terrorism Advisory Council for over six years, and continues today as a Special Advisor to the Missouri Office of Homeland Security.  During his twenty-five year tenure as an AUSA, Mike also served as a Special Attorney to the United States Attorney General from 1995 to 1997 and served as the Regional Coordinator for the Organized Crime Drug Enforcement Task Force.  In addition to decades of gaining convictions in highly-sensitive and complex cases, Mike was the architect of proceedings resulting in approximately $150 million in forfeiture and tax judgments in favor of the United States.

Bill Linnenbringer

Bill Linnenbringer, Retired Partner at PricewaterhouseCoopers (PwC), brings over 39 years of experience serving major companies and financial services industry organizations to SpearTip. Throughout his career, Bill was an industry leader while at PwC in developing audit, tax and consulting services for the financial services industry. Bill joined PwC in 1970 and remained at the firm for 32 years, retiring in 2002. After becoming partner in 1983, Bill held several positions within PwC including Managing Partner of the US Banking & Financial Services Industry Practice, Member of the US Policy Board, Chairman of the Global Financial Services Industry Practice, and a Senior Client Service Partner for a number of high-profile clients.
